The Ministry of the Interior announces a call for proposals in SECURITY RESEARCH 2023-2029 (OPSEC) with the DL of 28. 5. 2025.

The main objective of the OPSEC Program is to systematically stimulate and develop the interest of the research and innovation sphere in engaging in solving security challenges for modern society and thus create a basis for the development of competitive security innovations.

The competition is announced for three sub-programs:

Development of law enforcement capabilities

Crisis preparedness of security and rescue forces

Resilient society

Objectives

Supported projects must meet at least one of the following sub-objectives:
  • improving the efficiency of planning, coordination and regulation (i.e. making preparation for crisis situations/incidents/social phenomena more efficient);
  • increasing the availability of security system services (i.e. the scope or quality or speed of response);
  • reducing threats (i.e. reducing the likelihood of negative impacts of a crisis situation/incident/phenomenon); improving the efficiency of early warning (in particular, extending the response time, increasing the reliability of warnings);
  • increasing the safety of responders, including investigations and expert activities;
  • increasing the efficiency of responders' activities, including investigations and expert activities;
  • mitigating the consequences (i.e. reducing the intensity and scope of the impacts of a crisis situation/incident/phenomenon).

Limitations

100% support for research organization, for enterprises according to the type of research (up to 75%)

Overhead only 10% of direct costs

Duration of solution: 12-48 months

The proposal can be submitted only by MU, or in cooperation with other organizations (enterprise or NGO).

P – patent; G – prototype and functional sample; F – industrial and utility model; R – software; Z – pilot plant, verified technology; N – methodology (all subtypes); V – research report containing classified information; S – specialized public database; Hkonc – Results reflected in approved strategic and conceptual documents of state or public administration bodies

O – other results, while for the purposes of the OPSEC Program the following definitions of acceptable main results are established:

Results of type S, for which, based on the assessment of the end user, public access cannot be allowed without compromising their purpose in security practice or in further research for security applications and which at the same time do not meet the requirements for information protection under a special legal regulation. An integral part of the result is a protocol of acceptance with a record of the end user's opinion, incl. justification for restricting public access;

o “Recommendations for public administration” - recommendations for public administration implement the original results of research and development that were carried out by the author or a team of which the author was a member. The recommendation represents a comprehensive, theoretically and empirically defensible and methodologically precise proposal of at least 3 different variants of solutions to specifically defined public policy problems and a methodologically sustainable evaluation of the suitability of these variants when implemented in practice, including an explicit justification for the selection/recommendation of one of them. An integral part of the document is an independent review report and a protocol on acceptance by the end user

If research on human subjects is planned, EKV approval will be required, a Plan for the implementation of the results and their communication must be attached to the proposal.
